As Internet of Things (IOT) technology develops and intelligent sensing technology is increasingly applied across a range of fields, the government has initiated the Smart City Card project as a mechanism to promote government services, enable the general public to share in the fruits of technological progress, drive IT development, improve quality of life, and boost the economy. The card has many functions ranging from ID confirmation to financial services.

Data center design objectives
High efficiency, can handle multiple users sending data simultaneously The data center has high-efficiency simultaneous data processing capacity, guaranteeing data flow.
High-efficiency mass data objective: The data center can cope with a high rate of mass data transmission and processing, ensuring routine and seamless system operation.
Stable and secure system operation objective: The highly stable and secure data center ensures uninterrupted and reliable system operation.
Design and architecture of the data center system
Architecture principles: The data center drives the operation and stores the data, and as such is at the core of the entire system. A reliable, secure and efficient data center can guarantee trouble-free system operation. With due consideration of practical conditions and requirements, the data center should be relevant, consistent, reliable, stable, manageable, scalable, open and secure, and easily maintained and integrated, and it should protect the investment of users.
Highly reliable system: The system should be highly available, economical, and easily configurable. The following means are employed to ensure the system is reliable:
a. Idle hot backup: Defines a node that is in standby status or running non-critical programs as a backup point in order to supersede disks at failed nodes.
b. Reciprocal backups: Deploys several nodes to run key programs. These nodes perform reciprocal backups.
c. Simultaneous access: Specifies several nodes to run the same key program. These nodes must be able to access memory devices simultaneously. This method will promote the operational efficiency of the entire system.

Security subsystem

Smart City Card security mechanism
The Smart City Card is also used for financial transactions, so security is of prime importance in the system. Card security should be guaranteed physically and logically throughout design, production, transportation, and application.
Blacklist control
The system identifies and blacklists counterfeit cards as well as those that have been reported lost, after which they can no longer be used in the system. When the system identifies a blacklisted card, the transaction will be rejected, or the system may even render the card useless by locking it.
Data transmission security mechanism
The data center sends and receives large volumes of data, so data transmission must be reliable, complete, and consistent. Special encryption protects the dedicated transmission system.
Workstation security mechanism
Only workstations that have been registered and authorized by the card management center will have access to the closed system.

Typical application

Public services
People often need to carry multiple cards to enable them to access public services, which can be inconvenient. The Smart City Card can enable a user to access a range of public services, a welcome development arising from the policy of sharing the fruits of advanced technologies with the general public as people go about their daily activities.
For social security services, card holders can charge their social security accounts, pay for medications bought from designated drugstores, pay for medical services received at designated hospitals and clinics, pay pension premiums, and access personal social security account information.
During Housing Provident Fund transactions, card holders can access their Fund account records to check the balance, payment and withdrawal records, personal loans, and so on.
For civil affairs matters, card holders can register votes and draw on social subsidies or relief funds.
When receiving medical services, card holders can access community medical services, including disease prevention, health care and treatment, rehabilitation, health education, and family planning guidance.
The Smart City Card is the only legal forms of citizen identification and is closely integrated with the standard ID card.
Additional services can be seamlessly incorporated into the Smart City Card system.
Utility services
Working people are often inconvenienced by having to spend time queuing up to deal with matters such as payment of electricity and water bills and for other essential services or provisions. The City Card can initiate the following functions:
The Smart City Card, a small "e-wallet", can be used to pay for public utilities such as water, electricity, gas and cable TV charges at one time.
The Smart City Card can also be used by employers to pay wages to employees, thereby improving business efficiency.
For cultural and tourism services, the Smart City Card can be used to pay for public library, cinema, museum, gym, theatrical performance and amusement park tickets or entry, a complete change from the existing methods and far more streamlined.
In the transportation services, the card can be used to pay for bus, taxi, ferry and metro train fares. It can also be used to pay for highway and bridge tolls and for fuel and parking.
Business services
Many professional people experience heavy work pressure and have no time to attend to domestic chores. The City Card can initiate the following functions:
When doing the shopping, card holders can use the cards in supermarkets and other stores as well as at gas stations and the like. Many cooperatives will offer preferential discounts to card holders
In financial services, certain banks will facilitate the use of Smart City Cards as debit and credit cards.
